The Laser Level (epic, worth 2,000) spawns on Pendola Pass only. You need it for the Outpost expansion from level 3 to 4 (3 Laser Levels, with 40 Sheet Metal and 3 Insulation Rolls), the level that unlocks Gunsmith IV and amplified weapons. The Hand Drill spawns in exactly the same places, so you'll farm both on one route.

What Kind of Places to Search
Most of its spawn spots are loose loot, lying out in the open, so look at surfaces as you move through a building. Containers (cabinets, desks, bags, breachable boxes) can hold it too. Share of all its spawn spots on Pendola Pass:

What Players Report
From a thread on r/ARC_Raiders asking where to find one:
- On a shelf in a warming hut, several times.
- In the parked train cars under the train station.
- Inside the shelters and the Cielo Sereno Observatory, though one player who searched every mode never found one in the Observatory's locked room.
- One in the Commissary Supermarket and two in train cars, one of them outside a high-value loot zone.
That matches the game files, and our own run: train cars and shelves hold most of its spots, and we picked one off a seat in the trains under Almatera Station. The supermarket is not one of its usual spots, so that find most likely came from a raid where the supermarket was a high-value loot zone.

The places with the most spots where the Laser Level can spawn:

- Cielo Sereno Observatory (208 spots)
- Freight Terminal (181 spots)
- Railyard (110 spots)
- Controlled Receiving Facility (109 spots)
Open the Pendola Pass map to plan a route through them. Spots are only chances: every spot can roll many other items too.
Tips
- Train cars are quick wins. Parked passenger cars have a table and seats per bay; walk the aisle and look down.
- Head for the loot zones. Each raid marks some areas yellow or red on the map, and they change every raid. Yellow already rolls better loot; red rolls more and better loot still.
- It weighs 0.5. Keep picking them up; three is all a project asks for.
- Key rooms pay off. In the footage we went through, the Almatera Station, Cielo Sereno Observatory and Old Town key rooms gave Laser Levels, Insulation Rolls, Epoxy Buckets, Thermal Shakers, Calculators and a Radial Press.
